I made that change because mail would loop between the fallbax
and the MX host, causing mail to be bounced.

You are sending mail to some other host, and want Postfix to use
the smtp_fallback_feature when that host is down.

Why does Postfix believe that it is MX host for the destination?
Something seems to be very wromg to me.
