His problem is spambots relaying *outbound* through Postfix.  This isn't
an inbound problem.  You're describing an inbound policy.

I have read it pretty fast, but I would say he was talking about enforcing quota for mailboxes in Postfix and here Postfix Quota Reject does the trick pretty nice even in ISP environments.
