You need to execute "postfix reload" after changing master.cf.

Spoke too soon. Did a reload and still, no dice :(
You need to provide current postconf -n output, and master.cf, plus any
errors/fatals issued during postfix startup.
It sounds as if smptd(8) might not be able to start.
