Hosts with volatile IP addresses need to relay all email via SASL
authenticated connections to their ISP's relay.
They should also not be the MX hosts for any domains, since cached
DNS data may direct clients to send to a stale IP address, which
may refuse or misdirect SMTP traffic.
If you want to run an MTA, you need a static IP.
