The best one I've found is sympa (www.sympa.org) - open source, web-based management interface, bounce management, integrated archiving, developed and supported by a French research consortium - used by a lot of universities and other folks who need to handle lots of lists. Nothing else comes close. Only downside is that you have to navigate a bunch of web screens to set all the various features, though you can set up defaults and templates and such to simplify things.

It's a little tricky to set up, but once it's running, it's pretty powerful. For what it's worth, at least for the Debian version, I've always found it easier to install from the tarball, rather than the packaged version.
