Perhaps some helpful maintainer changed the default setting.
Please try the following:
$ postconf -d notify_classes
The command output should be:
notify_classes = resource, software
Apparently, YOUR machine was configured to also notify the postmaster
of protocol or bounce errors. That is a STUPID idea except for
trouble shooting.
