As documented header_checks are not implemented in smtpd(8) but
in cleanup(8).
If you are courageous you can implement different cleanup
services:

-o cleanup_service=cleanup_for_submission
postconf(5) says "cleanup_service_NAME" - I suspect it will work once he
changes that :)
