Perhaps surprisingly, postfix smtpd_*_restrictions only apply
to mail submitted via smtp.

The workaround is to submit mail via SMTP.
Alternately, you can control who can submit mail via the
postfix sendmail(1) command with the authorized_submit_users
parameter.
