This afternoon I noticed the policy server crashed hard and was not
running anymore. And due to that mails where rejected with 451 result code.

No real harm done really but if the service should be down longer than a
few minutes........
Is there a way to make sure the mails are accepted without the policy
service running?
Postfix will always defer mail if the policy service (or any
defined map) in unavailable. This is not configurable.
