and it's worst:

$ host 118.71.113.0
0.113.71.118.in-addr.arpa domain name pointer adsl-dynamic-pool-xxx.fpt.vn.
$ host 118.71.113.255
255.113.71.118.in-addr.arpa domain name pointer
adsl-dynamic-pool-xxx.fpt.vn.

all the IPs in the domain resolve to a silly name. they can't even use
$GENERATE?

anyway, they are listed on spamhaus. block and forget...
