Yes, and you have stated the overall requirements with your Postfix
server very nicely, but why do you want to seperate in and outgoing
queues? What problem does *that* solve?

If your bandwidth is limited (less than the bandwidth of most SMTP
servers that you communicate with) your pipe is going to fill up
regardless of whether you limit the number of concurrent SMTP sessions.
