Misconfiguraation. The below are queue manager parameters.
-o smtpslow_destination_rate_delay=5s
-o smtpslow_destination_concurrency_limit=1
-o smtpslow_destination_concurrency_failed_cohort_limit=10
They have no effect when restricted to the delivery agent. Move these to
main.cf.
