If zen.spamhaus.org has too many false positives for your
environment, you'll probably have trouble finding one that
suits your needs.
Perhaps you forgot to prefix your RBL check with
permit_mynetworks and/or permit_sasl_authenticated.
Another possibility is using a policy service such as postfwd
to "score" mail based on multiple RBL and other envelope checks.
