And that page links to the version at GitHub. The main difference is that "v3.1" at GitHub has a "GeoIP" implementation not dependent on MaxMind, using live RIR data according to the release notes. Which version one chooses is a judgment call. Daniel Hartmeier's v2.7 has the advantage of maturity and the author's long history of writing great software that's been heavily tested and inspected (e.g. the pf packet filter.) The version at GitHub seems to have his blessing but it doesn't seem to carry much independent basis for trust.
