In that case you can enforce policy in only one place, and you might
just as well accept-then-discard bare-usern...@example.com regardless
of the path that the message took (direct to primary MX, or via the
backup MX).  Just be sure to accept the standard 'postmaster' etc.

I mean, what is the point of informing senders only some of the time
that they were using the "incorrect" address form?
