There's nothing technically wrong here, at least not that is diagnosable
from your end. MS just does strange things.

They did not send EHLO after STARTTLS completed, so this is not normal.

I should have rather said that every SMTP command that they tried completed normally.

I've seen a modest stream of do-nothing connections from MS machines which don't seem in any way related to difficulties with any email. The same MXs getting such traffic also get substantial mail from MS systems.

I have a suspicion about what they're maybe trying to do but it would be slanderous to share that.
