Postfix does not need to be running, to receive a message from /bin/mail. The message will just sit in the maildrop queue until after Postfix is started. And if the system does down while Postfix was already working on the message, then that is OK too. All message delivery state is persisted to the file system. If Postfix is stopped mid-delivery, it will repeat the failed step later.
