As hinted by the documentation, home_mailbox applies to local
users and not virtual users. Deliveries to virtual users'
mailboxes is done according to virtual_mailbox_base and the
lookup result of virtual_mailbox_maps.

home_mailbox only applies to local(8), and it only applies if local(8)
is actually used. Depending on how you enable the Dovecot LDA
(mailbox_transport or local_transport), local(8) might not even be
involved in your local deliveries.
