The preferred way to resend such mail is to create a new message,
and to attach the eml file as attachment type message/rfc822.
The Postfix interface for sending messages from file is /usr/bin/sendmail.
This expects messages formatted as specified in RFC 5322.
/usr/sbin/sendmail -oi -f sender@sender.example recipient@recipient.example

However this will fail when the sender is in a remote domain with
SPF/DKIM/DMARC policies that reject your message.
