Are back-to-back messages going to the same domain, or to different
domains all hosted at the same MX?
postfix's rate-limiting buckets are keyed either by the full destination
email address (if *_destination_recipient_limit is 1) or by the domain
part of the destination email address. There isn't a way to rate limit
by the SMTP destination (however you define that).
This has been discussed on this within the last year or so. I believe
the conclusion at the time was that postfix doesn't have any easy way to
do what you want.
