Yes, that is fundamental to the way that the Milter API works. Each Milter "inspects" the header and body content that exists after Postfix and previous Milters have made their changes. I trust that you are using a Postfix version that has all known bugs fixed, i.e. Postfix 3.9, or one of the versions annnounced at https://www.postfix.org/announcements/postfix-3.8.6.html Do not request 100% Sendmail compatibility for weird requests like making changes at a bogus header position.
