This is the relevant part of my postfix main.cf. I am only showing the
spamcop rbl.

 check_client_access hash:/etc/postfix/rbl_override,
 reject_rbl_client bl.spamcop.net,
 check_policy_service unix:private/policy

What's in /etc/postfix/rbl_override ? It obviously does not match 40.107.93.98
