How does your Postfix server know who the "user" is?  Is it a submission
service to which the users' mail clients connect to directly and
authenticate to via SASL?  Or is it a network perimeter "smarthost"
relay forwarding mail on behalf of internal MTAs?

The problem is much too poorly defined to give specific definitive
answers.

What sort of mail environment is "inside" your Network?  If
the user desktops and mail clients are "managed" the best place to
enforce such controls is at the user's desktop.
