There's nothing particularly improbable about a router along the path
having an RFC1918 primary address from which it reports expired IP
packets.  This is somewhat common in fact, if not especially helpful
with traceroute.

The ISP is diverting port 25 traffic.  That's also common.  End of
story.  Nothing further to be discussed here...
