Yes, reject_unverified_sender is the problem. The MX for unfccc.int doesn't like your address probe.

You may possibly be able to fix this by adjusting the value of address_verify_sender; some misconfigured systems don't accept mail from "postmaster" or "<>"

If that doesn't help, you will need to add the client to a whitelist, or stop using reject_unverified_sender.
