Connection Refused

Is there a way to notify me (i.e. postmaster) when my  
smtpd_proxy_filter fails? I see in the logs where a "warning: connect  
to proxy service 127.0.0.1:10024: Connection refused" occurs. How do I  
get a message sent to me when this happens?
