If your intention is to prevent anyone from sending mail to that particular recipient, then yes, placing another check_recipient_access map above permit_mynetworks would work.

A safer solution is to put that check under smtpd_sender_restrictions as the only entry. That way a mistake in the table won't make you an open relay.
