To clarify, Postfix uses the UID of the file owner, then it looks
in the password file for the GID of that user. 

I suppose it doesn't use the group of the file itself, because on
some systems the file's group is inherited from its directory, and
it would not be appropriate to give something like group "root"
privileges to a mailman process.

That leaves the question why the local(8) manpage does not document
this.  I suppose this is because I got really busy in the first
couple years of Postfix's life.
