That looks like a manpage from ezmlm. Anyway, those are recommendations
for creating email addresses; according to my interpretation, having
those characters in an address isn't prohibited, but may cause problems
on some systems.

Those characters are all valid ASCII
(http://en.wikipedia.org/wiki/ASCII), so the pcre check you are doing
will presumably still allow them.
