This will limit the rate when you send all your mail through the
same ISP mailhost. It is available in Postfix 2.5 and later.
/etc/postfix/main.cf:
smtp_destination_rate_delay = 1
There is currently no sub-second time resolution, and no limit for
the total number of deliveries.
