(a) I would recommend talking to an ESP about this. They will have better

A lot of ISPs provide Feeback loop services (or FBLs). You may find better
information on this via the spam-l mailing list.

Off the top of my head, Yahoo!, Outblaze, Comcast, Earthlink.
