they are not. comments should go on their own lines (this applies to
both main.cf and master.cf).

    # blah blah
    -o smtpd_client_restrictions=
    ...

also, no spaces in options in master.cf. If you need spaces, define a
custom var in main.cf and use it:

    -o foooption=${foobar}


and in main.cf:
foobar =
    # first value
    value 1
    # second value
    value 2
