It looks like TBird doesn't support this, so I guess the answer is to tell him no, and if whatever it is is important, and he gets the warning, to follow the message up with a phone call (he should be doing that anyway for anything mission critical, but getting some people to understand that email is not a 100% reliable communication medium is sometimes difficult.
