This tallies with my understanding. Radio 3 is available at 320kbps
EXCEPT when using HLS. Which is a shame, because the current iPlayer app
only uses HLS.

I use iPlayerExtras to play Radio 3 using RTMP (which you don't mention)
and that too is 320kbps. This format is legacy and may disappear at any
time.
