The Titlebar will appear as normal when you go to full screen - UNLESS - if you click on Material's "Expand Now Playing" button, when in that view the titlebar is hidden. It will reappear when you leave "Expanded Now Playing". Full Screen will expand to cover the whole window. Maximize will expand to cover the whole work area (leaving the task bar visible). If the taskbar is not visible, then yah, the work area and entire window is the same, so the only difference would be the hiding of the titlebar in Material Skin, if Expanded Nowplaying. I could have tool tips. I used to have them, but I disabled them because they would appear on touch when I did not want them to. I'll re-look at that as I am smarter about touch then I was back when I did that.
