Okay. After a few minutes of googling, I think I may have discovered
what the issue is. Apparently Denon changed the way that some newer
(Helios?) AVR's respond to a PWON network command, including turning on
secondary zones. It is unclear at this time whether this is a bug or a
feature, i.e.:

I will be making and testing a code change later today that I am hopeful
will work around this behavior in the plugin without impacting users of
older AVR models.  It involves using the ZMON command instead of PWON to
turn on the main zone.
