Hmmm... got the impression that the pulseaudio website 
https://www.freedesktop.org/wiki/Software/PulseAudio/Documentation/User/SystemWide/
is somewhat outdated. All the users and directories are already present.
I had to add the main user to the pulse-access group however.

Anyhow: wavin plugin is still not working, I'm afraid
