Scribus is really a good one.  We just trained one newspaper publishing
company to use it.  And it fits their needs.  The most difficult part of the
job is convincing the people to really use it.

It might be difficult to understand how Scribus works but a good tutorial
can take care of that.  Just google for FreedomYUG scribus tutorial.
