Since you already mentioned  speedtest.net, and you may want a second
opinion other than iperf, maybe you can download the free speedtest.net
mini application, install it one one server each in Hong Kong and
Manila, and then use it to measure traffic both ways, from a client in
Hong Kong and then a client in Manila.

However, you mentioned that you're getting much better results from your
backup link. I presume you used the same test machines and iperf to test
the backup link. In that case, it's not iperf we should be looking at as
the culprit for giving you wrong results, but really the link. I
recommend you contact your telco directly about this and be very
transparent and blunt with them about the problem. Since you're paying
for a premium service, you should be getting a decent service and
shouldn't need to resort to trying to tweak things like the TCP window
size and what not, just to get what you're already paying for to begin
with.
