The bill could could be much more effective if its a sort of a generic bill. Instead of requiring FOSS require open standards. It is easy for proprietary company to issue a rebuttal since the bill has already clearly drawn a demarcation line in which lobby-wise, machinery-wise and financially FOSS can't keep up.
