The bill could could be much more effective if its a sort of a generic
bill. Instead of requiring FOSS require open standards. It is easy for
proprietary company to issue a rebuttal since the bill has already
clearly drawn a demarcation line in which lobby-wise, machinery-wise
and financially FOSS can't keep up.

Just require RFPs to
-contain no brand names
-no specific certification
-source code available for scrutiny
-interoperates with other platforms
-open formats
-bug fixes can be introduced by a third party
-API available and well documented with examples
-etc.

Even we say that forcing a choice is a choice itself, it is hard to
accept or to justify it than describing a choice.
