Is this FOSS bill available for viewing in the congress.gov.ph website?
Not as of the last time I looked (sometime last week). It should be in
the PLUG mailing list archives, address in the footer of this and all
messages. If I recall rightly, Kaloi Garcia sent the final draft to
the list.
