I also think the bill is not going far enough in terms of education
and training that would foster an environment that is conducive to its
success. However, I am quite happy with the recent amendment to create
an agency to administer the migration. The time frame for
implementation should also be lengthened allowing for gradual adoption
and the provision for "extraordinary circumstances" should likewise be
broadened to include other circumstances identified by the CICT. I
would also like to see FOSS defined by the bill independent of how it
is defined anywhere else.
