It's called a de-facto requirement. You won't find a law requiring
Microsoft's or any other proprietary software, but look over
government agencies' requests for bids, and you'll find that they
require specific brands of software. I have to look over the bill
again, but if it doesn't outlaw that practice, it should. Requirements
for specific certifications (e.g., MSCE, CCNE, RHCE) should likewise
be a no-no, because those can serve as a way of getting around the
requirement of software brand independence.
