Any program that is spawned after the update uses the new glibc. The
restart is recommended to allow already running programs to load the
new glibc.  This recommendation is especially useful for public facing
services since they could benefit from bug fixes and more importantly,
security fixes that may have gone into glibc.

The system doesn't go into an inconsistent state due to the glibc
update, so while the reboot is recommended, it is not strictly
necessary, definitely not necessary enough to deny updates till one
reboots.
