Don't buy dell. They are usually not so good. IBM and HP are pricey FWIW. I don't know about Acer but so long as you have support available assembled server is also good enough. May be you can buy more than one server for the budget. Another option is buy a good machine with ECC RAM etc. and make it a file server with SCSI disks. Then put cheapo 32 bit machines for mail etc. ECC RAM on a file server is a must. And I would also recommend that you look at netbsd. They have a wicked fast network stack and are stable i.e. not in flux like freeBSD is in right now. It is quite similar to freeBSD but lot leaner in my perception. I would recommend any BSD instead of linux because virtual security is hard to perform on linux IMO. Don't know about debian but it takes a patched linux kernel for things like Jails/SELinux/LIDS/GRSecurity/VServer etc. BSD's include them natively. Again any of them can be made to work but question is which one is cheaper in terms of efforts to set up and maintain. (I know SELinux is part of linux but unless userland is configured correctly it is of no use. Look at how long it took fedora to get all the policies right. Doing it forever takes quite some efforts.) Just an opinion from a developer.
