Apparently the package used to ship /etc/xdg/autostart/nm- applet.desktop as a DPKG
conffile, but not longer does so (at least not as a DPKG conffile).

The conffile was however not properly unregistered when it was dropped:

Could you please do so in a future upgrade to the package?

There are no mechanisms provided by dpkg to transfer over conffiles from one package to another. The best you can do is to use Replaces. This is a shortcoming of dpkg (and its ecosystem) and I'm afraid there is nothing really that I can do about that in network-manager- (gnome,applet). You might want to raise that with the dpkg maintainers.

At this point, I'm inclined to close this as wontfix.
