Not really. What we need is the failure messages for the polkitd package.

Can you attach the output of
SYSTEMD_LOG_LEVEL=debug systemd-sysusers /usr/lib/sysusers.d/polkit.conf
for the system where you get this failure.

Ideally also include the output of "dpkg-reconfigure" with /var/lib/dpkg/info/polkitd.postinst having a "set -x" added right at the top.
