I tried to use custom settings with a file /etc/polkit-1/localauthority.conf.d/10-network-manager.pkla with the following content: [Allow group userlicht to modify network states and settings] Identity=unix-group:userlicht Action=org.freedesktop.NetworkManager.* ResultAny=no ResultInactive=no ResultActive=yes I expected users within the group userlicht to be allowed to modify network settings.
