I tried to use custom settings with a file
/etc/polkit-1/localauthority.conf.d/10-network-manager.pkla
with the following content:
[Allow group userlicht to modify network states and settings]
Identity=unix-group:userlicht
Action=org.freedesktop.NetworkManager.*
ResultAny=no
ResultInactive=no
ResultActive=yes
I expected users within the group userlicht to be allowed to
modify network settings.
However, this only works, if the file is moved to
/var/lib/polkit-1/localauthority/50-local.d/10-network-manager.pkla
>From the documentation pklocalauthority(8) I assumed that either
location should work.

/etc/polkit-1/localauthority.conf.d is supposed to be used for
configuration files (with a .conf suffix), pkla files are supposed to be
stored in /etc/polkit-1/localauthority/XX-.d/ (or the equivalent in
/var/lib/polkit-1/ which is where packages install their .pkla files)
I don't see a bug here, thus closing.
