A recommends will probably not work for systemd to ensure that e2fsprogs is by default installed alongside systemd. It's the same problem as discussed in #887343 where Recommends are not considered during the initial bootstrap phase where systemd is installed. So if we want to ensure that e2fsprogs is installed, we either need a hard depends or ensure that the priority of e2fsprogs is not lowered.
